Here's an overview of Firebird's new palettes, for anyone interested in making modifications or additions:

 Main Palette

CSet 0:
-Colors 0-4 are used for UI elements
-Colors 5-7 are used for water in swimming sprites
-Colors 9-E are intended for dark hair on 8-bit sprites
CSet 1:
-Colors 1-7 are for use as highlight colors in 8-bit
-Colors 8-E are for 8-bit NPC skin tones
Others:
-Colors C-E serve similar functions. In CSets 5, 7, and 8 they're used for 4-bit NPC skintones
-CSet 10's C-E are often used in 8-bit sprites as grays

 Level Palettes

-Palette 000 is a dummy palette, used to encourage changing palettes in the DMap editor while not leaving it as all black.
-Palettes 001-00F are used to define minimap squares in 2.53
-Palettes 00A and 00B also include one cset for use with NES caves and item cellars (because of dumb hardcodes)
-Colors C-E in CSet 2 is usually used for lava colors but in some palettes they're instead used for snow
-In CSet 4, colors 6-7-C-8 form a ramp that's used for water
-In dungeons, colors 1-5 are sometimes split into two ramps of 1-2-4 or 1-2-5 and 1-3-5 or 1-3-4. See 060 (Blue Green) as an example of these
